Dear All,
Most of you will know that as acting SMRA Chairman since March I’ve been in negotiations with Heathrow Directors on a campaign to have the “Excluded 10%” of our homes in Stanwell Moor included in the QNS and things are at a critical stage.
On the 7th July at our meeting in the Compass Centre we expanded things to include residents on the Moor who are unhappy with the work being carried out by KIER and that has continued in more recent meetings with HAL and with additional stakeholders. That the biggest single issue was people being told by KIER they would NOT insulate homes due to an asbestos issue in soffits and residents were facing a personal bill of up to £15,000 per property!
I put it to Heathrow Directors that:

RESIDENT INSULATION SCHEME WORK THAT IS UNDERWAY
- The whole insulation scheme you have awarded to KIER is shambolic.
- The work of the some of the sub-contractors is sub-standard and the village is up in arms.
- I hear multiple complaints from residents regarding people being harassed by KIER for start dates.
- Then when they do, fitting teams do not turn up.
- Scaffolding on homes for months and damage to properties.
- Issues on lintels, and asbestos that Kier expect residents to pay for was never a problem before.

Therefore I am delighted to announce that there has been movement in this area.
*However, I would caveat this and ask that you afford me additional time to clarify details as it is being mooted that there could be some conditions apply, for example: “Heathrow have said they fully fund insulation for eligible properties up to £34,000 but where works are likely to exceed this, cases will be referred to a Prioritisation Panel for approval.”
This is NOT my understanding. Heathrow fully-funding insulation for eligible properties up to £34,000 has always been the case, so were this to be true then it would also be true that nothing has actually changed!

UPDATE: – I have evidence direct from Heathrow that all costs will be included:
Heathrow has decided that ACMs directly affecting the delivery of QNS-related works will now be included within the programme.
This means where Asbestos Containing Materials (ACM) removal is necessary to implement QNS measures, these costs will be fully covered.

This is great news for everyone who faced having to fund a potential £15,000 bill before their works could start.
As I have already secured extension times for works and registrations there is no need to hastily contact HAL as nothing will be done as we go into the Christmas period but be safe in the knowledge that when your works to begin that everything will be included.
It’s a “BIG WIN” for all residents who are included in the scheme and the fight continues for our excluded neighbours.
A nice Pre-Christmas present: – I just hope I can now close out the same for our friends and neighbours who are currently excluded.
