24TH DECEMBER 2025
Dear All,
Although I reported this in early November on the SMRA website there was some confusion created by another report in regard to what this actually meant?
Therefore I wanted confirmation at Directorship level that what I had asked for was NOT that the QNS would be funded up to £34,000, as that has always been the case for the insulation package (without asbestos removal).
*Heathrow launched a new multi-million pound Quieter Neighbourhood Support programme, covering 100% of insulation costs up to £34,000 (adjusted for inflation) for local residents most affected by noise.
I was seeking clarity that no resident would have to pay for ‘any work’ that was required to complete the insulation programme on their homes and HAL would cover all costs to include any additional work.
I received this reply earlier.

Dear Jim
Thank you for your message – we will review the bulk of this when the team are back in January however, as requested, I have provided below confirmation regarding the policy update relating to removal of Asbestos Containing Materials (ACM) as part of the Quieter Neighbourhood Support (QNS) programme. We wrote to affected residents about this with the following update:
ACMs that directly impact the delivery of QNS-related works will now be considered within policy. This means that, where ACM removal is necessary to deliver noise mitigation measures, the cost will be covered by the programme. Residents whose homes have been identified as exposed will no longer be required to fund the removal of these materials themselves.
Should any of your residents have further questions please direct them to our helpline:

All the best for the festive season.
Kind regards
Becky

While some of you will have received a letter, I will follow this up in January with the HAL team but this confirmation is an early Christmas Present for all who were worried and one you can refer to. – Should you have any other questions you can contact me on chairman@smra.uk .
MERRY CHRISTMAS TO EVERYONE!!
I will continue the fight on behalf of the (10% of our excluded friends and neighbours) to have them included in the QNS and I expect a decision in early January. I just hope I can get the 60+ homes in this village a “New Year’s Gift” that they deserve. – For we are (ALL) affected by unacceptable noise from HAL operations.
Best regards,
Jim.
