7TH JULY 2025

Dear All,

Most of you will know that as acting SMRA Chairman since March I’ve been in negotiations with Heathrow Directors on a campaign to have the Excluded 10% of homes in Stanwell Moor included in the QNS/RIS.

However on the 7th of July, I decided that I needed to include residents due to the terrible service they were experiencing from Heathrow’s approved contractor KIER.

These are some of the notes from our meeting today at the Compass Centre.

QUIETER NEIGHBOURHOOD SCHEME
Today our primary concern is that (61) homes in our small community have been left out of QNS.
Many are pensioners who should not have to live any longer with this noise (without some kind of respite), and can’t afford to further insulate their homes without a scheme that is based on inaccurate desktop modelling that belies the TRUTH – And we need to resolve this asap.

*There is an URGENCY here as the Pilot 2, Zone 3 West (Stanwell Moor) has a cut-off point for residents to register, where we will soon be out-of-time for 10% of Stanwell Moor homes! – Cut-off Friday the 11th.

I informed Heathrow Airport that outdated Leq contours and desktop modelling are a disgrace and a natural boundary should be used, in the case of Stanwell Moor our natural boundary is the King George VI Reservoir.

There is clear evidence that every home in this village is affected by unacceptable aircraft noise and air pollution, and our residents demand that EVERY HOME in Stanwell Moor is included in the QNS/RIS insulation scheme.

Residents in the village believe (the entire village is included) and those who know otherwise are appalled that by doing this Heathrow are creating – A TWO-TIER VILLAGE!

*I’d like to present this petition signed by all the excluded home owners – (67 home owners).

[UPDATE] – Due to arguing this case it was agreed at this meeting there would be no cut-off point and we would go forward on that basis

However on the KIER debacle contract issues, I put this to Heathrow Directors:

SOME OF THE RESIDENTS ISSUES REPORTED
The whole insulation scheme you have awarded to KIER is shambolic.
The work of the some of the sub-contractors is sub-standard and the village is up in arms.
I hear multiple complaints from residents regarding people being harassed by KIER for start dates.
Then delays when they do, fitting teams then not turning up.
Scaffolding on homes for months and damage to properties.
Issues on lintels, and now asbestos that Kier expect residents to pay for but was never a problem before.

*The main issue is residents are being told by KIER they must pay seperately for asbestos removal, some are being quoted up to £15,000, and KIER is refusing to carry out the works until this issue is rectified.

This was never an issue during the last insulation scheme when KIER were not involved and it is patently unfair to foist these kind of cost on our residents for what Heathrow Airport Ltd say is a 100%, fully-funded insulation scheme to mitigate noise and air-pollution and this must be resolved!

I will of course bring you more details as I have them.

Best regards,
Jim
